This concept was introduced in early 2016, after a Pentagon study recommended some policy changes aimed at modernizing the military award system to recognize the contribution made by those who hold special positions supporting combat operations. The effort began after a controversial effort by Defense Secretary Leon Panetta to establish a "Distinguished War Medal" — dismissed by some as the "Nintendo medal" — for drone pilots and cyber technologists.
The policy change also seeks to clarify the criteria for awarding the Bronze Star, a combat award that can be awarded without a "V," and that was common throughout the war. Sterner, a medal expert, noted the harrowing incident of 2006 in Sudan, where 16 US Air Force personnel were held at gunpoint for several hours aboard a HC-130 search and rescue plane.
